Milton R. Downs
Milton Downs is CIA’s Chief Data Officer and Director, Agency Data Office for the Directorate of Digital Innovation. Previous key assignments include:
• Deputy Chief Information Officer (April 2014 – September 2015). In this assignment he brought a mission perspective to IT solutions, instituted an integrated services model for understanding IT investments and their linkage to mission outcomes, and oversaw CIO Data Management, Policy, and Information Management.
• Chief Business and Information Strategy for the Directorate of Intelligence (February 2009 – April 2014). In this assignment he drove a program to understand and transform DI analytic tradecraft related to large volume analytics. He also advised the DI on data and information technology tools for CIA’s analysts and conveyed those needs to the CIO.
• Chief Analysis, Counterintelligence Center (June 2005 - January 2009). In this position he was responsible for all counterintelligence (CI) analysis and psychology of espionage programs.
Milton has served with CIA since January 1989, entering on duty as a leadership analyst following Gulf Cooperation States and Iranian leaders.
Milton earned an M.B.A. with an emphasis in organizational behavior from Boston University and a B.A. from Oberlin College where he dual majored in Communications Studies and Religion Studies.
Milton was born in India and lived there before returning to the United States for his higher education.
