Assistant Director of National Intelligence for Acquisition, Technology and Facilities Office of the Director of National Intelligence
Mr. Kevin P. Meiners joined the Office of the Director of National Intelligence (ODNI) in July 2013. Mr. Meiners is the Assistant Director of National Intelligence for Acquisition, Technology and Facilities. In this capacity, he is responsible to the Director of National Intelligence for all matters pertaining to Acquisition, Research & Technology, and Facilities for the National Intelligence Program (NIP).
Mr. Meiners began his career as a GS-5 electronics engineer at the Space and Naval Warfare Systems Command (SPAWAR) where he worked on various communications and signals intelligence “Black Box” systems. After SPAWAR, Mr. Meiners moved to Naval Air Systems Command (NAVAIR), cutting his program management “teeth” on such programs as VPU Special Projects and the EP-3E airborne reconnaissance aircraft.
Throughout his career, Mr. Meiners has served in a variety of leadership positions within the Intelligence Community. As the Director of Advanced Technology within the Defense Airborne Reconnaissance Office (DARO), he oversaw the development of the fledgling Unmanned Aircraft Vehicle (UAV) programs, as well as the ISR ground component called Distributed Common Ground Systems (DCGS). As the Director of ISR Systems within the Assistant Secretary of Defense for Command, Control, and Communication (ASD/C3I), he developed long term acquisition strategies for future overhead satellite programs, including Space Based Infrared System (SBIRS) and Space Based Radar (SBR). He later served as the Deputy Under Secretary of Defense for Intelligence Strategies, Programs, and Resources where he was in charge of long term strategic planning and execution of the Military Intelligence Program (MIP), along with balancing and optimizing the Battlespace Awareness Portfolio across the MIP and NIP.
Mr. Meiners earned a Bachelor’s of Science Degree in Electrical Engineering from Virginia Polytechnic Institute & State University (VA Tech), and a Master’s of Science in Management Information Systems from Marymount University, and a Master’s of Science in National Resource Strategy from the Industrial College of the Armed Forces (ICAF). He is also a graduate of the Defense Systems Management Course and is DAWIA Level-III-certified in program management.
Mr. Meiners is a recipient of the Presidential Rank Award of Meritorious Executive, the Presidential Rank Award of Distinguished Executive, the Secretary of Defense Medal for Meritorious Civilian Service, and the Department of Defense Medal for Distinguished Civilian Service.
Mr. Meiners resides in Arlington with his wife Denise and their two children, Zach and Dani.
